【Abstract】 A targeted study is made on the introduction of the new term—Citizen’s Leisure Planning. Someconstraint factors on the development of leisure tourism are analyzed from the aspects of economy,tourist’s behavior,time,tourism products etc.. A detailed presentation on the problem existed in leisure tourism is made from the macro-perspective.
