【摘要】 应用信息沟通经典模型,分析公共危机管理的突发事件命令系统结构和危机管理壳式结构,前者能最大限度节省成本和调用资源,但组织设计不具备合作协调机制,无法有效感知危机环境隐性信息,因此适合于超出政府危机管理知识边界的非常态公共危机处理;而后者则更具备合作与协调性,突出信息在危机管理中的重要作用,并较前者更好地解决了危机管理中的预警和有效情境转移问题,因此适合于政府公共危机日常管理。更多还原

【Abstract】 By the use of the classical model of information communication,this paper analyzes the structure of the command system of the emergencies in public crisis management and the shell structure of the crisis management. The former can save the cost and allocate the resources to the greatest extent,but the organizational design does not have the cooperation and coordination mechanism and cannot be used to effectively perceive the stealth information of the crisis environment,and therefore is suitable for the abnormal public crisis management beyond the knowledge borders of the government crisis management,while the latter is more cooperative and coordinative,give prominence to the important role of information in crisis management,solve the early warning and effective situation transferring better than the former,and therefore is suitable for the daily management of the public crisis by the government.更多还原
