【摘要】 在市场经济条件下,国家粮食安全与农民增收,已成为各级政府和社会各界关心的问题。本文在对粮食安全概念简要介绍的基础上,从种粮农民的积极性、粮食增产的制约因素、粮食供给价格、粮食安全保障的法律规范,分析了当前我国的粮食安全与农民增收之间的不协调性;提出了提高产粮区经济收入、加大粮食高产适用技术的研究和开发、加强区域分工协作、增强国家储备能力、制定保障粮食安全的专门法律,实现国家粮食安全与农民增收双赢的对策。更多还原

【Abstract】 Under the market economy,the country’s food security and the peasantry’s income increase have become common concern issues of governments and all levels of society. This paper briefly introduced the Food security concept,and base on this,the incompatibility between our country’s food security and farmers’ increasing income analyzed from the farmers’ enthusiasm of grain production,the restriction factors of increasing grain yield,the price of food supply and the legal norm of ensuring food security. Some countermeasures have proposed to realize country’s food security and peasantry’s income increase. Those countermeasures are raising income of grain-producing region,enhancing high yield technology research,strengthening labor division and cooperation among regions,enhancing the country’s reserve capacity,making special laws to safeguard food security.更多还原
