【Abstract】 The commutation has been a hard problem of managing the prisons.How to solve the relationships between the prison and the court、the prison and the criminals、the prison and the procuratorate,which has great effect on the operating of commutation.there is a new problem on the prison′s management that if the fine penalty isn′t executed,the criminals could not be commutated.This would affect the criminal’s enthusiasm,and also bring unstable factors.On the present situation,this essay will analyze the difficulty of execution on fine penalty,and the way to solve this problem by fair principle.更多还原
