【摘要】 通过大量的调查研究,文章对地市级农科院所目前存在的功能和地位认识不清、经费投入匮乏、设施陈旧老化、创新动力不足、科研与生产脱节、资源配置不合理和内部运行机制僵化等问题进行了分析,并提出了明确社会公益性地位、建立长效投入机制、优化院所布局、增强科技创新和成果转化能力、完善现代院所制度、建立院所绩效评价体系等对策建议。更多还原

【Abstract】 Through massive investigation and study, problems in prefecture academies of agricultural sciences were analyzed, which include misunderstanding of their functions and positions, deficient funds and investment, obsolete facility, insufficient innovative motive, the scientific research did not link to the production, unreasonable resources deployment and internal operational mechanism ossification. Countermeasures were suggested, i.e., making clear about the social public welfare status, establishing persistent investment mechanism, optimizing distribution of academies, enhancing scientific innovation and achievement transformation ability, perfecting modern institution of academies, constructing achievements appraisal system and so on.更多还原
