【摘要】 在剖析土地整理绩效评价内涵的基础上,利用特尔菲法、层次分析法和模糊综合评价法,建立土地整理绩效评价体系,并进行实证分析。结果表明,土地整理绩效评价可以从经济效益、社会效益和生态环境效益三个方面进行分析,建立的绩效综合评价体系可量化土地整理的效益水平。案例分析表明,土地整理项目的实施产生了良好的社会效益,而经济效益和生态效益相对较弱。建议从完善土地整理管理体系、制定绩效评价规程等方面入手,建立土地整理项目绩效评价的长效机制。更多还原

【Abstract】 The connotation of land consolation and an indicator system were set up to evaluate the performance of its project.A real case was taken as an example.Methods of Delphi,AHP and fuzzy comprehensive assessment were employed.The results showed that performance evaluation for land consolation project could be analyzed from economic,social,ecology and environmental aspects.An indicator system with 18 indices was established to valuate its effect.The further managements had to be taken account in establishment of standard management system,making performance evaluation regulations and long term evaluation mechanism.更多还原
