【摘要】 汉代皇帝诏书中有很多是关注民生问题的,按内容可分为若干类,根据不同时期某类诏书数量的多寡,可推知不同时期诏书关注民生问题的侧重点不同。大致而言西汉前期皇帝比较关注农业和刑罚吏治问题,后期赦诏和求言选贤诏较多;东汉诏书较多关注刑罚吏治问题,东汉中后期赈济灾贫的诏书较多。皇帝诏书发挥的作用,取决于诏书本身的内容,更取决于官吏对诏书的贯彻执行。影响皇帝发布关注民生诏书的思想背景主要来自三个方面:神佑有德者的观念、对上古帝王德治境界描述的信仰、对阴阳灾异学说的信仰。更多还原

【Abstract】 Many of the imperial edicts in the Han Dynasty show concern about the people’s livelihood.According to the number of certain imperial edicts in different periods,it can be inferred that the imperial edicts put different focus on the people’s livelihood.In general,the emperors in the Early Western Han Dynasty put more focus on the agriculture and penalties and administrative work,while in the Late on the amnesty and asking for good policies and talents.In the Eastern Han Dynasty,the imperial edicts show more concern about penalties and administrative work,but in the Middle and Late Eastern Han Dynasty more about relieving the people in the disaster areas.The function of these imperial edicts depends on the their contents,but more on the officials’ implementation.The ideological background driving the emperors to issue edicts on people’s livelihood mainly comes from three following aspects as the ideas of god blessing the virtuous person,faith in the description of ancient emperors’s management of morality,and belief in the theory of yin and yang catastrophism.更多还原
