【摘要】 当前我国社会救济存在价值性缺失、体制性障碍和资金性不足的三大问题,这是由于我国社会救济制度正处于发展转型期,是社会救济领域的"政府失灵"与非政府组织的"发育不全"所致。因此,要改革当前我国社会救济,首先是建立健全社会救济的法律法规,其次是解决现实与观念的问题,完善政府与非政府组织在社会救济工作中的科学发展规划。更多还原

【Abstract】 There exist such three problems at social relief system of China,value defect,system obstacles and capital shortage.These problems are the result of government failure and NGO malfunction at the special period of transformation for social relief system of China.Therefore,it should establish integrated legal system at social relief field.Secondly,it should solve the problems that existed in reality and concept and then supplement the scientific development layout for social relief at both government agencies and NGO levels.更多还原
