【Abstract】 The new times needs innovative talents,so tertiary institutions are responsible for cultivating innovative talents.The paper presents the necessity and inherent connotation in cultivating innovative talents and argues that it is necessary for tertiary institutions to balance campus and social environment developments.In light of the connotation and significance of campus and social environment developments,it further argues that good environment development is favorable to cultivate innovative talents.Therefore,tertiary institutions have to integrate campus environment development with that of the society.更多还原
