【Abstract】 The second rising of the old industrial bases need the support of a certain dynamic system. The paper first proposes the concept of the dynamic system for second rising of the old industrial bases. Then it gives a detailed and distinctive analysis on the function of the elements which constitute such a system, and further discusses the relationship among them. Finally, the paper puts forwards some practical suggestions about how to enhance the strong support for the rapid development of the old industrial bases.更多还原
