【摘要】 目的探讨如何完善出入境特殊物品卫生检疫监管工作。方法分析2007-2008年湖南口岸出入境特殊物品卫生检疫监管情况。结果湖南口岸的出入境特殊物品以入境为主,都是通过长沙国际机场出入境,与医疗事业息息相关,诊断试剂占大部分。特殊物品通过货物运输、旅客携带和邮件邮寄三条途径出入境,特殊物品的卫生检疫监管工作有些方面还有待完善,如CIQ2000系统缺少对特殊物品的监管条件等。结论提出完善监管工作的对策:对CIQ2000系统进行更新升级;电子监管系统与CIQ2000进行业务对接;积极进行宣传培训特殊物品相关知识;建立全国统一的特殊物品异地监管网络。更多还原

【Abstract】 Objective Explore and discuss how to improve the administration of entry and exit health quarantine on special goods.Methods Analyze the administration of entry and exit health quarantine on special goods at Hunan frontier port from 2007 to 2008.Results Most of entry and exit special goods at Hunan frontier port are imported diagnostic reagent which closely related with medical professions through Changsha international airport.Cargo transportation,passenger luggage and mailing are the major three ways of entry and exit national border.There are also many aspects to be improved such as monitoring on special goods in the CIQ2000 system.Conclu-sion Put forward suggestions of improving supervision through upgrading CIQ2000 system,linking the electronic supervision system with the CIQ2000 system,carrying out promotion of relevant training and establishing national regulatory network at different place.更多还原
