【摘要】 自威尔逊以来关于政治-行政二分法争论的意义在于,划清政治与行政的界线以便为公共行政学寻找赖以存在的基础。从争论的过程看,政治与行政的划分并不能有效实现,因此不能很好地为公共行政学提供理论基础。政治学研究中的政治管理似乎是公共行政的核心内容,这是政治学与管理学的交叉研究领域。因此,合理的推论应该是,公共行政学应该是政治学与管理学的交叉学科。所以,公共行政学在理论基础似乎不是从政治-行政二分法中寻找,不是从其与政治学的决裂中寻找,而应从政治学与管理学的结合中寻找。更多还原

【Abstract】 The controversy about politics-administration dichotomy arising from Wilson has deep meaning,which is to make a distinction between politics and administration so as to find the foundation of public adminis-tration.Viewed from the process of the controversy,the distinction of politics and administration can’t be effec-tively completed,so that the theoretical foundation of public administration can’t be provided by this means.Po-litical management studied by political theory is probably the core of public administration,which is the crossing domain of politics and management.Then,we can conclude that public administration is the crossing discipline between politics and management.So the theoretical foundation of public administration shouldn’t be looked for from the politics-administration dichotomy,that’s to say,from the breakdown between public administration and politics.We should look for the theoretical foundation for public administration from the integration between poli-tics and management.更多还原
