【摘要】 服务型政府是在道德选择的基础上对传统行政体制的重大改革,这不仅是全新的公共治理理念,更是一种新的政府管理模式。服务型政府蕴含着以人为本、执政为民、公共服务市场化及有限政府的治理理念。在公共治理理论视野下,通过加快分权改革,培育发展公民社会,转变政府职能、提高政府执行力、推进电子政务等途径实现服务型政府,使服务型政府的建设逐步向公共治理模式发展。这将是我国政府管理的一种创新方式,能够寓政府的管理于服务之中,能够更好地为基层、企业和社会公众服务。更多还原

【Abstract】 Service-oriented government is a moral choice based on the traditional major reform of the administrative system,which is not only a new concept of public governance,but also a new mode of governance.Service-oriented government contains people-centered and governing for the people,public services and market-oriented management philosophy of limited government.Vision in public management theory, through the separation of powers to speed up reform,fostering the development of civil society,the transformation of government functions to enhance the implementation of,and promote the realization of e-government channels, such as service-oriented government,so that the construction of a service-oriented government is gradually moving towards the development of public governance.This will be the management of our government an innovative way to put the Government’s management services,to better grass-roots level,enterprises and social services to the public.更多还原
