【摘要】 《生物多样性公约》序言指出,各个缔约国确认保护生物多样性是全人类共同关切的问题,"人类共同关切问题"被界定为一个新兴法律概念已经引起各界的注意。它以国际社会共同利益为基础,体现生物多样性保护的核心价值,明确个人与国家间的责任;并在限制人类自身活动对生物多样性保护的不利影响及对生物资源环境进行可持续开发利用的过程中,能够从提高公众对人类共同关切问题的关注度、完善保护生物多样性的国内法律制度及加强国家行政管理几个方面应对目前实践中所遇到的问题。更多还原

【Abstract】 CBD has pointed out,each party should ‘Affirming that the conservation of biological diversity is a common concern of humankind’.‘Common concern of humankind" becomes a new legal concept which resulted in many foucus.It displays the core value of biological diversity protection,assigns the responsibility between the nation and individual based on the common benefit of the whole world.Also,it could help the public to realize the importance of biological diversity,increase new rules of domestic legislation and strengthen the adminstration during the process.更多还原
