【摘要】 文章对"资源诅咒性"的概念进行拓展,重点研究了自然资源对生态环境的"诅咒"效应。研究结果表明,从中国省际层面来看这种"诅咒"效应确实存在,而且制度的弱化加剧了这种"诅咒"的程度。具体表现为环境管制政策的失效、资源价格机制的扭曲、产权制度安排的不合理以及资源主导型经济体环境保护的意识和投入力度落后于其他非资源主导型经济体等。从长期来看,解除这种"诅咒"效应的根本在于转变传统的经济增长模式,实现资源与环境管制上的制度创新。更多还原

【Abstract】 "Resource curse"tells us that it not only constraint economic development,human capital,science and education,but also engender rent seeking and corruption even war,so that it makes the mode of resource trap appear in the long run.This article puts the emphases in curse on environment,the conclusion shows that this curse is actually exist among provinces layers,and feebleness of institution aggravates this curse degree.The concrete behaviors are that invalidation of environmental regulation,distortion of resource price,irrationality of property right,less consciousness and degree of environmental protect devotion.In the long run,explode this curse is changing traditional mode of economy development,resolve institution feebleness,accelerate institution innovation.更多还原
