对提高地区电网调度系统抗灾能力的探讨

【摘要】 日趋频繁的严重自然灾害给电网安全运行带来巨大压力。地区调度系统作为电网运行指挥中枢,提高其抗灾能力和应急反应能力具有十分现实而紧迫的意义。针对地区电网调度系统的抗灾能力进行探讨,对电网应急预案编制与演练、通信自动化系统强壮性、电网黑启动有效组织、调度中心选择原则、调度命令的有效执行、调度及集控中心抗灾设施配置与人员防灾演练等问题进行分析,并提出处理建议,对保证地区电网的安全稳定运行具有重要意义。

【Abstract】 Power grid dispatching system works as the command center of the regional network,however it sustains more stress nowadays by ever-increasing natural disasters in China,which means that it is important and emergent to improve its ability to resist natural hazards and response to emergency quickly.The regional power network dispatching system’s ability to resist natural disaster is mainly discussed in this paper,and other relevant aspects such as contingency plans and training,the robust of communications automation system,the effective organization of the black start of regional power grid,the choosing principle of the control center,the effective implimentations of the dispatching order,the facilities configuration and staff training are analyzed.Moreover,detailed recommendations are proposed in order to guarantee the secure operation in the regional power grid.
