【摘要】 道路交通限速管理并非简单的工程技术问题,有着明显的社会经济文化背景和属性。对中外限速管理背景进行比较分析后认为:限速问题反映了社会经济文化背景与交通发展之间的现实关系;在以"经济建设为中心"的基本发展战略下,当交通安全和交通效率不能兼顾的时候,必须寻求交通效率和交通公平之间平衡关系的合理方法和途径,并以确保交通安全为前提;不论如何先进的速度控制技术和管理理论,都不能忽视中国现阶段特殊社会经济文化背景的影响。更多还原

【Abstract】 Speed limit management of road traffic is not only a simple technical engineering issue,having an obvious social,economic and cultural background and nature.The issue of speed restriction reflects the realistic relationship between social,economic and cultural background and traffic development.Under the strategy of focus on economic construction,when traffic safety and efficiency cannot be given to,reasonable ways of balancing traffic efficiency and fairness must be found out with the premise of guaranteeing traffic safety.Whatever advanced speed controlling technology and management theories cannot ignore the special social,economic and cultural backgrounds at the present stage in China.更多还原
