【摘要】 公众参与环境影响评价是公民的宪法权利,也是公民环境权实现的重要方式。目前,中国环境影响评价听证制度立法与实施缺陷有听证代表与主持人遴选、听证笔录的拘束力以及公众参与权的法律救济等,为构建与完善中国公众参与环境影响评价听政制度,应当转变政府观念,提高公众环境参与和维权意识,完善环境公众参与权的救济机制。更多还原
