【摘要】 洪水灾害是当今世界最严重的自然灾害之一,洪灾经济损失及风险评估是防洪减灾领域的一项基础性工作,而脆弱性的确定是评估模型的关键.研究了对洪水情景模拟中代表脆弱性的灾损率,介绍了灾损曲线的内涵、表现形式、建立方法和影响因素,探讨了构建灾损曲线的具体过程.通过问卷,对2008年遭受南方洪涝灾害的居住建筑进行实地调查,建立了灾损曲线.从长远看来,需要深入细致地开展灾损率调查,这对减少未来洪灾风险,具有非常重要的现实意义.更多还原

【Abstract】 The flood is one of the most serious natural disasters in the world.The evaluation on economic loss or risk from flood disasters is a basic task in the domain of flood prevention and disaster reduction,and the research on vulnerability is key to the evaluation.The significance,the forms,the determinants and the methods to establish vulnerability functions are described briefly,emphasizing on the process of building stage-damage curves.Stage-damage curves for the flood in the south of China by means of questionaries survey is tried to build.In the future,scientific research,insurance and government should cooperate in vulnerability investigation in order to reduce the risk and loss of floods.更多还原
