【Abstract】 Nowadays Active fiscal policy and moderate monetary policy have been the intervention mechanism implemented by Chinese government due to the impact of global financial crisis on china’s economy.With the implementation of "two-loose" policy,several Idealized description of the effect of functional finance have emerged.In this context,recalling the eco-nomic intervention and free market theory of western countries and the course and trend of our government reform can help us to get dialectical view of advantages and disadvantages of the functional finance,to correctly deal with the relationship be-tween government intervention and market mechanism,to firm the direction of China’s market reform and to promote the deepening and breakthrough of the government functional reform.更多还原
