【Abstract】 Dewey believes that communication is participating and sharing. In the course of communication, the disseminator and the audience are inseparable and affect each other. The public opinion is the rational premise of democracy. The foundation of democracy is to create the condition to maintain and guarantee the the public to participate in public affairs. The media is the important mechanism to restore the democratic community and it must respect the expression right of the public and let the mass become the citizens who participate in public affairs.
