【摘要】 本文针对精确地震短期临震预报难以实现的现实情况,提出了从城镇总体规划的层面来合理规划防灾空间和避灾建筑,通过提高这些建筑的抗震设防标准来保证其在地震发生时的正常使用,同时应该有计划、有步骤地开展对既有建筑的抗震鉴定与加固改造,以实现科学设防、最大限度减少地震灾害损失的目标。更多还原
