公立医院绩效考核的现状与对策

【摘要】 依据公共医疗卫生服务机构关于社会公益性质的明确定位,公立医院必须改进原有的运行模式和管理方法,其中绩效考核的改革无疑是其重要组成部分。本文通过对我国公立医院绩效考核的现状和存在问题进行分析,提出构建适合政府、社会以及患者对公立医院进行管理、监督、评价的绩效考核体系的对策,以期达到促进公立医院遵循医疗卫生方针政策,维护人民群众的根本利益,更好地体现公立医院的"公益性"和"非营利性"特征,保证卫生事业健康与可持续发展。

【Abstract】 Based on the clearly positioning of social welfare by public medical health service agencies,the state-owned hospitals shall improve the former operating modes and managerial methods,in which the reform on performance appraisal is surely the major components.The paper analyzed the present situation and existing problems in our state-owned hospitals,proposed the countermeasures of performance evaluation system suitable for governments,society and patients to manage and evaluate so as to promote state-owned hospitals to follow medical and health guidelines and policies,safeguard people’s basic benefits,better reflect the characteristics of "public welfare" and "non-profit" and guarantee the sustainable development of medical health undertaking.
