【Abstract】 Due to the needs of eastern region to upgrade its industrial structure and to explore development for those uncompetitive industries,industries transfered to the undeveloped regions become a tendency.During the ongoing transition to the market economy in China,local governments’ intervention can not be avoided,industry transference can not go on wheels.Therefore,we should think seriously about the government operational mechanisms so as to correct the negative effects of the intervention of government and facilitate innovation in ideas,systems and policies.更多还原
