权力监督与权力制约的差异分析

【摘要】 监督和制约是两种主要的公共权力监控机制,在存在并发挥作用的前提条件、作用的方向方式和效果、哲学基础上,二者有很大的差别。在特定历史条件下,我们选择了与高度集权的计划体制相适应的权力监督机制。但在改革开放后,随着市场体制的建立,中国社会结构和权力关系发生了深刻的变化,权力监督机制日益显露出它的缺陷。要适应时代发展和社会变化,有效地控制公共权力,就要加强对权力制约机制的研究和建设。更多还原

【Abstract】 Supervision and restriction are the two major control mechanisms of public power.There is great difference be-tween them in the prerequisite of existing and working,in the direction,methods and results of Working.In the specific historical conditions,we have chosen "power supervision",such a controlling mechanism.Under the conditions of market economy,Power supervision mechanism is increasingly revealing its shortcomings.If we need more effective control of public powers,it is necessary to strengthen the research and construction of restrictive mechanism of power.更多还原
