【Abstract】 In process of China’s current economic transition, China not only faces with "market failure" and "government failure", but also faces an increasingly serious third allocation failures problem, its prominent manifestation is serious lag on the development of charity economic. Facing the problem of charity economic failure, which emerging from the process of China’s economic transition, there has been many opinions.
