【Abstract】 The general trend of reform and development of the universities in the world is to go out of the "ivory tower" and adapt actively to the economic and social development for school running.However,universities are not public service organizations,but institutions for academic dissemination and innovation.Therefore,"active adaptation" should not be interpreted only in terms of social responsibility,but more in terms of law of higher education.更多还原
