【摘要】 在当前石漠化仍呈扩展趋势且防治形势十分严峻,而国内石漠化防治法律制度供给又存在严重不足的情况下,为推进石漠化地区生态文明建设进而促进全面可持续发展,借鉴国际石漠化防治立法经验,加强中国石漠化防治法制建设势在必行。石漠化防治立法应当以科学发展观和综合生态系统管理理念为指导思想,以制定新法和修改旧法为基本路径,以石漠化防治监督管理体制、政府行政领导石漠化防治任期目标责任考核奖惩制度、石漠化防治规划制度、石漠化监测报告制度、石漠化土地封禁保护制度、石漠化预防制度、石漠化治理制度、石漠化防治保障制度为基本内容。更多还原
