【Abstract】 The establishment and implement of high-tech industry policies would play an important role in national economies.The concept of secondary business incubation advances business incubation from the stage of enterprise incubation to the stage of industry incubation.Combined with other countries and regions’ high-tech industry policy experience and idea of secondary business incubation,high-tech industry policies were put forward,i.e.perfecting property right mechanism,promoting financial innovation,optimizing land resource allocation,enhancing the cultivation of business incubation talents and promoting the technology transfer,etc.更多还原
