【摘要】 煤炭与发电行业是唇齿相依的上下游行业。但由于我国煤炭价格与电力价格的市场化程度不一致,"市场煤"的价格信息不能正确传导到"计划电"的价格上,从而导致电煤供应紧张、发电企业亏损等问题。在此背景下,政府实施了两次带有行政性质的"煤电价格联动",最后却又废止。本文主要从行业和国家宏观背景两方面探讨了该过渡性政策出台和废止的必要性和必然性,认为要从根本上理顺煤、电关系,还需从电价改革、煤电产业纵向一体化等方向入手。更多还原

【Abstract】 Because of the inconsistent marketization process of power generation coal and electric power,the price message of the power generation coal market cannot be transmitted to the electric power market correctly,which leads to the short supply of power generation coal and the deficit of the electric power enterprises.The government carried out the coal-electricity linkage policy,and abolished it in the end.This paper analyses the necessity of that issue from both perspectives of industry and macro-background,and gives the suggestions to rationalize the price of power generation coal and electric power.更多还原
