【摘要】 1998年《深圳市城市规划条例》确立了深圳市规划委员会(以下简称"深规委")的法定地位,并赋予了对法定图则的审批权,对城市规划决策体制的变革进行了积极的探索,然而,在目前经济体制与政治体制均面临转型而又错位的制度框架下,深规委在改革过程中遇到了诸多尴尬,文章从国内城市规划委员会(以下简称"规委会")的类型、规委会的本质入手,分析了深规委所遭遇的尴尬,并对这种尴尬提出了自己的思考和认识,进而为其他城市规委会的发展提供借鉴。更多还原

【Abstract】 In 1998, Shenzhen Urban Planning Stat- ute granted the Shenzhen Planning Committee the legal status and right to issue planning permit accord- ing to the statutory detailed plan. It was an active exploration in planning decision-making system reform. However, the committee encounters not a few dilemmas in the current institutional system un- der the background of economic and political transition. This paper, from the category and essence of the committee, analyzes the problems which is faced by the committee and presents some advices which could be references for the planning committee in other cities.更多还原
