【Abstract】 Panel and appellate body in terms of the review require that it is absolutely necessary to meet the standards set up by preamble and individual clauses.The review standards are so high that few members have succeeded until today.Some members challenge the role of Article XX of the GATT and hope that panel and appellate body is able to get better balance between WTO value target and various national value targets.During panel procedure of China-measures affecting imports of automobile parts,China attempts to quote the general exception clause as a last defense means of relief,but panel support the complaints view that Chinese measures are inconsistent with the conditions of the general exception clause.更多还原
