【摘要】 由于种种原因,在我党民主执政、发扬社会主义民主、建设社会主义民主政治的过程中,在民主执政的方式、方法上,在实现民主的渠道、途径和形式上,仍然存在一些不完善和不尽人意的地方。如果我们不能提高全民民主意识,就不能打造社会主义民主政治的现实基础;不能真正坚持和完善党内外民主监督,发展并实现社会主义民主政治就缺乏必要条件。中国社会主义民主政治的建设尚需经历一个较为长期的历史过程,绝非能一蹴而就,对此,我们必须有充分的思想准备。我们要在党的十六大、十七大精神和《中共中央关于加强党的执政能力建设的决定》的指引下,大力加强党的执政能力建设,坚持和完善党内外民主监督,大力发展我国社会主义民主政治,为实现全面建设小康社会的宏伟目标奠定良好的政治基础。更多还原

【Abstract】 Ascribing to kinds of reasons, imperfection and undesired results still exsist in the form of democratic administration, ways of realizing democracy when the party exercises democratic administration, carries out socialist democracy and constructs the socialist democratic system. If we do not enhance the consciousness of the whole nation’s democracy, we can not lay a real foundation for the socialist democratic administration, insist on and perfect the democratic supervision within and outside the party. Thus the development and realization of the socialist democratic administration is short of indispensable ground. It will take longer time to realize the socialist democratic administration in China and the socialist democratic administration can not be built in one day, for which, we must have fully mental preparation. Guided by the spirits of the 16th and 17th plenary sessions and the Decisions on the Construction of the Party’s Administrating Abilities by CCP, we must do the work harder, insist on and perfect democratic supervision and develop it so as to pave a broader way for the realization of building an all-round relatively comfortable society.更多还原
