【Abstract】 With the adjustment of the relationship between state and society and the establishment of the socialist market—oriented economy system,China’s civil society has started to emerge since reform and opening up.Citizens play an active part in the process of public policy—making and affect governmental policy directions by various civil organizations.The emergence of civil society advances citizens’sense of participation,expands the scope of participation,and promotes the mode conversion of governmental policy—making and the emergence of the multiple policy participators.At the same time,it also intensifies the interest game of the policy—making process and brings difficulty to governmental policy acceptability.更多还原
