【Abstract】 Defining the management system reform goal of our country’s villages and towns at present,is not merely a great and realistic proposition demanding urgent answers in exploring administrative structure reform of villages and towns,but also a basic and fundamental task that the rural overall qualities reform should finish urgently in an all-round way,it is the inevitable demand that advances the new countryside wholly.For this reason,this text proposes the category of basic goal and key goal of the management system reform of our country’s villages and towns distinctly,and it reconstructs public management system and public leadership structure.更多还原
