【摘要】 近年来日益增加的自然灾害及人为灾害几乎影响到当今世界上的每个国家。护士作为重要的团队成员及合作伙伴,同其他专业人员一同活跃在灾害最前沿,通过发挥护理人员自身的专业技能及知识,为保护、促进和维护受灾人群的身心健康作出重要贡献。本文将阐述在灾害的预防准备、应对、个人、地区及社会的重建等灾害各期中护士的职责,也将论及护理组织及护士在灾害护理中所面临的协调与伦理问题,并向各国领导及政策决策者呼吁,应当加大对护士的投入,以加强社会预防和应对各类灾害及突发事件的能力。更多还原

【Abstract】 Natural and man-made disasters are on the rise and affect almost every country in the world in recent years. As essential team members and partnerships,nurse health professionals are working closely with the other health providers at the forefront of disaster,they are well positioned to contribute to health and wellbeing of the affected populations with their skills and knowledge. In this article,from the viewpoints of the President of ICN,I would like to discuss the role of nurses in disas-ter-in preparedness,response,recovery and the rehabilitation of individuals,communities and societies in the wake of disasters,and also address the underlying regulatory and ethical issues in disaster nursing. Our message to government leaders and pol-icy makers everywhere must be:invest in nurses,to raise levels of emergency and disaster preparedness,response and recov-ery in communities everywhere.更多还原
