【摘要】 矿产资源开采存在着严重的负外部性,很大程度地影响到矿产资源及矿区的可持续利用和发展。本文通过煤炭开采的负外部性及对环境的影响分析,利用环境价值评估方法,构建出了煤炭开采的环境成本模型体系,并以陕北榆林为例,对其煤炭开采环境成本进行了估算,并根据十七大"生态文明"理念,提出了一些环境治理建议。更多还原
