【摘要】 在当前中国不规则的电力市场下,新建小区配电网建设投资短缺、用户工程建设标准低下、管理不统一是一个不可忽略的大问题,需要对新电力市场条件下可行的电网建设投资机制进行研究。在回顾投资政策的发展过程以及一些区域的典型投资模式的基础上,通过比较分析典型投资政策模式,提出了新建小区配网建设费收取程序及应该规范电价体制;通过接网费与高可靠性电价的市场机制来规范电网建设的投资与可持续发展;基于成本加成定价法与"谁受益谁投资"的原则,建立了电网建设收费模型与机制;就方案的实施问题提出了合理化建议。更多还原

【Abstract】 Investment shortage to distribution network construction is a major problem in the initial period of the de-regulated electricity market in China and the network investment mechanism under new market condition needs to be studied.Firstly,the developing process of the investment policy and the typical investment models in typical regions in China were reviewed.Then,by comparing the typical policies and models,charging procedures of power distribution network construction for new sub-district was proposed and the market mechanism with power capacity expansion charges and high reliability rate was also presented for the network sustainable development.And then,network construction charging model and mechanism were set up based on the principle of mark-up pricing and "he who is benefited shall invest".Finally,some suggestions of the practical distribution network constructions investment policies in China were put forward.更多还原
