系统移交调试证书制度及其在600 MW机组调试中的应用

【摘要】 随着机组向高参数、大容量发展,调试重要性越发突出。工程实践表明,设备安装结束后向调试阶段转移成为工程建设的一个薄弱环节,带来许多不安全的隐患。而系统移交调试证书制度(STOCC)解决了这一问题。在论述STOCC基本程序的基础上,结合我国现行模式,对STOCC的特点进行了分析,并介绍了广东省境内STOCC在某超临界600 MW机组调试的应用实例。指出采用STOCC可以更合理安排系统的安装施工,保证工程总体进度要求,促进安装质量的提高及调试工作的顺利开展。

【Abstract】 With the development of power units towards high parameter and large capacity,commissioning shows its increasing importance in the construction of electric power project.The engineering practice indicates that it is a weak phase in construction during equipment turnover for commissioning after installation,bringing many unsafe implications.The STOCC System solved this problem effectively.Based on the introductions to basic procedures of STOCC,considering the present situation in China,the characteristics of STOCC was analyzed and the application instance of STOCC System in the commissioning of certain 600 MW supercritical power unit was presented.The result shows that STOCC can be used to optimize the engineering installation,ensure the engineering schedule,improve the construction quantity and perform the commissioning smoothly.
