【摘要】 只有贯彻科学发展观、认真领会十七大报告的深刻内涵,才能适应经济社会发展对国土资源管理提出的新要求,管好用好国土资源。"守住18亿亩耕地红线"的对策:(1)积极实施农用地整理,开展"净土沃土"工程。(2)要开源与节流并举,实现土地节约集约利用。(3)要采取"补办违法用地手续,必需先治违规之吏"的强硬手段。(4)强化地方政府责任,建立耕地保有量和基本农田保护审计制度。(5)开征不动产年增殖税、改革征地制度以及建立耕地保护激励机制。对管好用好矿产资源的建议:继续实行矿产资源与能源资源的统一管理;通过税费制度改革等措施强化对矿产资源的保护和合理利用。更多还原

【Abstract】 It is necessary to implement scientific outlook on development for meeting new needs of social and economic development,improving land and mineral resource management and rationally using lands and mineral resources.This paper demonstrates how to protect farmlands and avoid breaking through farmland quota of "1.8 billion mu".For this reason it puts forward 5 proposals. At last the paper puts forward some proposals as well for improving management and rational use of mineral resources: continue implementing unified management of mineral resources and energy resources;reform tax system to promote protect and rational use of mineral resources.更多还原
