【Abstract】 Student Party branch in universities is the basic organization of the Party committee.Persons in charge of the branch are considered leaders of the fundamental organizations of the Party committee in universities.Therefore,an open election system should be established to promote democracy in the Party;incentive and control mechanisms should be set up to reinforce supervision and management;training and education mechanisms should be set up to improve the overall quality.All these measures aim at enhancing the team construction of persons in charge and promoting the basic-level Party construction.更多还原
