【摘要】 在高等院校R&D支出与专利申请之间关系研究的基础上,采用负二项分布对中国29个省、直辖市的高等院校14年(1990—2003)的R&D支出与专利申请量以及论文发表数的研究发现,中国高等院校投入与产出的直接关系非常弱,R&D支出的促进效果很不明显.政府需要借鉴其他国家对高等院校知识产权保护的相关政策,增加中国高等院校技术成果的产出率.更多还原

【Abstract】 It analyzes the university R&D situation in 29 provinces and municipali-ties of China within 14 years(1990—2003).The research shows the Chinese universities patent application and paper are few comparing with the R&D investment which makes the technology transfer and the cooperation between universities and enterprises be more difficult Chinese government should use the intellectual property protect policies in other countries for increasing the output rate of university.更多还原
