【Abstract】 Based on the papers of studying behaviors of local governments,this paper tries to use quantitative study with mutli-Person games theory to implement the mechanism of scientific developing conception,describe and grasp the Mutli-agent behaviors,especially those of local governments.We try to find out the cause for their unwillinghess to implement scientific developing conception in a shortterm,and give recommendation for improving Mutli-agent revenues.更多还原
