【摘要】 基于对陕北榆林能源化工基地建设与发展中利益分配失衡的量化分析,揭示了利益分配失衡构成陕北榆林能源化工基地可持续发展的深层制约。从资源地居民自然依赖关系淡化、体制缺陷和机制障碍等方面剖析了陕北榆林能源化工基地建设与发展中利益分配失衡与冲突的原因,并提出重塑利益分配观念、改革资源开发管理体制、顺畅利益表达渠道、转变财税政策、建立资源开发生态补偿机制等协调利益关系的有效举措。更多还原

【Abstract】 Based on the quantitative analysis on the unbalance of interest distribution in the construction and development of energy chemical base in Yulin of Northern Shaanxi,reveal the unbalance of interest distribution is deep-seated restriction to sustainable development of energy chemical base in Northern Shaanxi.This paper elaborates the reasons from desalination of natural dependency relation and system limitation and mechanism hindrance,and puts forward measures to coordinate interests relationship,that is,reform the existing energy resources development and management system,smoothen interest expression channel,change fiscal and tax policies,and establish environment compensation system.更多还原
