【摘要】 结合陕北地区在新农村建设中的矛盾,分析西部资源富集区农村产业结构不合理、城乡二元经济结构严重和生态环境严重恶化的特殊性,认为由于不合理的税收制度,经济发展缺乏有效的组织网络体系以及基础薄弱和发展能力不足,"国富"与"民穷"成为西部资源富集区新农村建设中面临的主要的矛盾,进而从制度、组织和能力角度提出西部资源富集区新农村建设的具体思路和对策。更多还原

【Abstract】 In this paper,we firstly analyses the unjustifiable industry structure,the heavy worsening ecology environment and dualistic economy structure,combining the contradiction in northern Shaanxi countryside construction.Secondly we point that because of the unreasonable tax system,inefficient organization net and deficiency of development capacity,the contradiction between the "national wealth" and "people poor" is the main contradiction of new countryside in western resource-abundant areas.Finally,we suggest the specific ideas and countermeasures from the standpoint of institution,organization and capacity.更多还原
