【Abstract】 Based on analyzing the basic causes, meanings and research topics of the neo-institution of the information resource management research ,the authors analyze the problems needed to be considered seriously, namely the structure and function of IRM system, property system of IRM, institution evolution of IRM, the effects of theories of transaction costs on IRM institutions, and IRM institutional performance.
