【Abstract】 With the gradual improvement of our country’s socialist market economic system,government function should change to social management and public service.This is both the demand of social development and the embodiment of scientific development concept.After the 11th Party Central Committee,the change of our country’s government function experiences three breakthroughs.The cultivation and promotion of governmental ability and the improvement of governmental regulations should be enhanced to strengthen the public service function of government and to construct service-oriented government.The government should also adapt the change of function with market economic idea so as to build new government culture.更多还原
