【Abstract】 Our country convergence of regional indus trial structure, has this question primary cause is the Local authority and the enterprise material interest obligation, as well as market regulation blindness. This question is impossible fundamentally to obtain the thorough settlement, can only enable it to be solved certain extent, or alleviation.
