【摘要】 对环境资源调控的原则及机制进行了探讨,提出资源调控中的状态转换原则,即通过产权界定及一系列政策手段,转换环境资源的实际状态,使其摆脱无效率的共有态,尽可能进入市场态或公共态,得到更有效的配置;并结合国情初步设想我国环境调控机制的构建,通过市场机制、财政机制和共有机制的有机结合实现环境资源的状态转换。最后以我国水资源调控为例,具体阐述了上述原则和机制的应用思路。更多还原

【Abstract】 The principle and mechanism of environmental resources regulation are discussed.The state transition principle is to switch the state of environmental resources from the less efficient common state to a market state or public state through property right demarcation and other measures.A plan to establish a mechanism for environmental regulation in China by the combination of common mechanisms,market mechanisms and financial mechanisms,is presented.Finally an application of the principle and mechanism of the regulation of water resources in China is described.更多还原
