乌海市人口动态对大气质量的影响分析
Implications of Dynamic Population on Air Quality in Wuhai City
【摘要】 污染物排放模型指出人口对环境质量的影响取决于人口、产出以及技术水平的初始状态和它们的动态变化。乌海市是内蒙古自治区西部的工业城市,大气污染情况严重,近年来大气污染物排放量已逼近环境容量。根据污染物排放模型可以导出,在劳动参与率维持预警水平的情况下,乌海市未来人口动态将使大气质量恶化,原因主要在于产出增长率与技术进步的速度不一致。从促进技术进步的角度看,改善工业生产工艺,发展循环经济,以及调整产业结构都是有效的。逐步回归分析显示,乌海市人均消费支出增长可以带动第三产业发展,从而降低单位产值大气污染物排放量。但是,人均消费支出增长会促使生活垃圾、生活污水等污染物排放量的增加,这一点必须引起重视。
【Abstract】 The model of emission of pollutant shows that implication of population on environment is decided by starting and dynamic situations of population,output,and technique.Wtthai is an industrial city in western Mongolia Autonomous Region of China.It witnesses the serious air pollution over its population and economic growth.Yearly emissions of air pollutants reach the carrying capacity recently. By forewarning rate of labor force participation,future dynamic population will exacerbate air quality because of technical innovation behind the growth rate of output.In order to reduce the emissions of air pollutants per unit value of output,some improvements in process of manufacture,recycled economy,and industrial structure should be introduced.Increase of consume expenditure per capita in Wu_hai city will impetus the development of tertiary industry from step regression,thus will benefit the declines of emissions of air pollutants per unit value of output.Increase of consume expenditure per capita,however,perhaps will bring more garbage and sewage.These new problems must be paid close attention.
